The Map is Now Automatically Refreshing Every Minute

Quite a while ago, Ben had suggested I add a button to the Layer Switcher that would refresh the radar layer. I finally got around to it, kind of. Instead of adding a button, I've updated the code to automatically refresh the radar accumulation layers, the QPF layers and the gauges every minute. The time when the map was last redrawn is shown in the bottom left corner. Although the map retrieves the radar accumulation layers from NOAA's servers every minute, they only update those map layers hourly. The time when they last updated those map layers is displayed below the last time the map was updated (on the bottom). Most of the rain and stream gauges update every hour as well, but not at the same time in each hour (i.e., one gauge may update at 1:15 while another updates at 1:48). One anomaly to the hourly refresh is the Little River at Townsend Gauge. The USGS transmits the Townsend gauge readings to their servers every fifteen minutes -- they told me this is a pilot project. RP queries their gauges every 8 minutes, you should see the updated information within a few minutes.
